General Guidelines for Facility Usage
 

The District has developed some basic rules governing proper conduct when using facilities, listed here:

1. Any individual, group, school or non-school organization wishing to use any of the school facilities or equipment should submit an application in writing on a form developed for such purpose, which shall be identified as the Application for Use of School Facilities. District administered activities shall always have priority over non-district administered activities. In no case shall verbal commitments for facilities use be considered in any way binding upon the District. Individuals may not apply to utilize school facilities for private personal or family activities such as wedding receptions, family reunions or birthday parties.

2. Any individual or group requesting use of school facilities will be charged fees in accordance with current rates, unless otherwise approved by the Superintendent/designee. In addition, personnel fees required to execute facility usage request will also be charged. If an admission or registration/enrollment fee will be collected by the individual or organization requesting the use of school facilities, the individual or organization must also conform to the Districts Guidelines to Conduct Fee-based Programs on Rockwood School District Property. The privilege of use may be suspended immediately if there is evidence of misuse of the facilities at any time.

3. Proof of insurance must be provided at least two weeks prior to the scheduled use and maintained throughout the use. In the event acceptable proof of insurance cannot be provided by the user, the District can help you arrange for the procurement of special event insurance. 4. The signing of the Application for Use of School Facilities constitutes a guarantee to the Board of Education that the user group will be responsible for the use of premises as outlined in Regulation 1420, on the Application for Use of School Facilities and on the General Guidelines for Facility Usage form.

5. All youth groups must be sponsored. No members of any youth group will be admitted into the facility prior to the arrival of the sponsor/agent.

6. Smoking and the use or sale of illegal substances is not allowed on District property.

7. The carrying of a concealed or displayed weapon anywhere on District premises is strictly prohibited.

8. Animals are not allowed on District property without prior approval, with the exception of service animals.

9. Alcoholic beverages are not allowed on District property. Nor shall any person which is in a drunken or intoxicated condition, or who is under the influence of liquor, be permitted on District property.

10. No food, drink, bats, hard balls (i.e. baseballs, softballs), roller blades, street shoes or black sole shoes are allowed in the gym.

11. The use of profane language or gambling is not permitted on District property.

12. Portable restrooms may not be brought onto District property without prior approval.

13. Burning of candles is prohibited.

14.  User group may not cut grass or alter any fields without prior approval from the District.

15. No use of equipment shall be granted without prior approval from the District. Equipment usage is subject to availability. If District personnel are required to be present during use of equipment, personnel rates will also apply.

15. The application of material to walls, ceilings or floors is prohibited unless previously approved. User groups must remove their excess materials, equipment, furnishings and rubbish after facility use. Return room furniture to the original set-up.

16. It will be necessary to have a member of the custodial staff present for all inside activities, unless otherwise approved by the Superintendent/designee.  In addition, a custodian may be required to be present for outside activities if deemed necessary by the District. The name of the sponsor/agent for each request must be shown on the Building Use Report, which must be filed by the custodian following use of facility.

17. Special permission must be received to serve meals. The use of the school kitchen must be approved through the school principal, and a child nutrition staff member must supervise the use of the equipment. The schools have the prerogative of operating a concession stand.

18. Use of school facilities is limited to the facilities requested by user at time of application and may not be modified without previous approval by the District. No portion of any District facility may be used by any group after 12:00 o'clock at night without prior approval of the Superintendent/designee.

19. Upon final approval of application, an invoice will be forwarded to user group by the Facility Usage office. Invoice must be paid in full two weeks prior to event start date or usage will be cancelled. No group delinquent in payment for use of a building will be approved for subsequent use of District facilities.

20. Rockwood reserves the right to cancel a reservation if, in its sole discretion, it has reason to believe that the facility use will conflict with this Agreement or the facility is needed for a district administered activity. Rockwood also reserves the right to change reservations to other rooms with the understanding that, if possible, comparable facilities will be provided. Rockwood reserves the right as permitted by law to deny any organization use of school facilities if Rockwood reasonably believes the organization and/or its activities may present a danger to the health or safety of the District.  A full refund will be given if cancellation is made more than two weeks prior to the facility use. A refund minus 20% cancellation fee will be given if cancellation is made less than two weeks prior to the facility use. No refund will be given if cancellation is less than one week prior to the facility use.

21. Applications for facility usage are accepted on the following schedules:

  • Onetime, Short-term (typically requesting less than five days of use) and Year-long requests:
    Applications will be accepted beginning May 1, 2010 and up to two weeks prior to the activity date.
  • Ongoing requests typically requesting more than five days of use:
    • Fall/Winter 2010-11 activities (start of school year spring break) - Applications will be accepted beginning May 3, 2010. Please note that depending on the location requested, Fall/Winter 2010-11 applications for gym use may not be approved until all district activities have been scheduled, which typically occurs the first week of November.
    • Spring/Summer 2011 activities (after spring break end of summer break) - Applications will be accepted beginning November 1, 2010. Please note that depending on the location requested, Spring/Summer 2011 applications for field use may not be approved until all district activities have been scheduled, which typically occurs mid-March.
