Purpose:
The Rockwood School District formed this Committee to address Senate Bill 54 (the Amy Hestir Student Protection Act) section 162.069 requirements, including the development of a district policy concerning employee-student communication. As part of the process, committee meetings will be held to discuss and develop a policy and regulation that will be presented to the Rockwood Board of Education for approval prior to the deadline.

The Board of Education approved new policy/regulation 4812. Information regarding the new policy/regulation will be communicated to staff the week of February 6th. NOTE: This concludes the SB1 Committee work. A thank you to all who participated in this effort.

The policy and regulation drafts to address Senate Bill 1 (section 162.069 RSMo) have been reviewed and approved by the SB1 Committee and district administration. Rockwood's Policy Review Committee is in the process of reviewing the new policy at this time. The draft policy and regulation will go to the Board of Education for a first reading on January 19th and a second reading for approval on February 2nd.

Committee members have draft copies of the district's new policy/regulation regarding employee and student electronic communication. Feedback from the Committee will be used to prepare final drafts that will be submitted to the Board of Education in January, 2012 for review and approval.

The MO. House of Representatives passed Senate Bill 1 (SB1) Friday morning in a vote of 139-2. The bill has been sent to the Governor for signature. SB1 requires every school district to have a written policy concerning employee-student communication by March 1, 2012.
September 14, 2011
The MO. Senate unanimously passed Senate Bill No. 1 (SCS/SB1) which is a revised version of SB54. The new bill removes several provisions of the law passed earlier. The new bill now moves to the MO house Elementary and Secondary Education Committee for consideration.

Senate Bill No. 1 (that repeals SB 54, section 162.069 and provides a new section relating to communication between employees and students) passed Committee and is on the MO. Senate calendar for next week. A copy of the new Bill is provided in the "Related Resources" section of this page.
August 26, 2011 - IMPORTANT NOTE: Due to recent court activity and the possibility of statute revisions in the September Legislative special session, the August 29th Committee meeting has been postponed. The meeting will be rescheduled at a later date.
